UK regulators publish a wave of financial services consultations in July 2026, spanning ring-fencing reform, remuneration overhaul, and a new fund reporting framework
July 2026 produced one of the most concentrated bursts of UK financial services regulation in recent memory, with the FCA, the PRA, and HM Treasury collectively publishing more than a dozen consultation papers and policy statements spanning banking, asset management, insurance, and payments. The standout cluster concerns asset management reform: the FCA published three linked consultation papers on the same day, covering the UK AIFM (alternative investment fund manager) regime (CP26/28), remuneration reform for FCA solo-regulated firms including AIFMs and UCITS management companies (CP26/27), and a new fund reporting framework called Fund Reporting for Asset Management Entities (FRAME) (CP26/26). HM Treasury simultaneously published a policy note on the Alternative Investment Fund Managers Regulations 2026 alongside a draft statutory instrument. On banking, HM Treasury launched a consultation on reforming the ring-fencing regime for banks and a separate consultation on modernising payment services regulation. The Bank of England published its July 2026 Financial Stability Report and a Financial Policy Committee paper setting out plans for reform of UK bank capital requirements. On insurance, the PRA published a policy statement on post-implementation amendments to UK Solvency II reporting and disclosure, and a consultation paper on a tailored regime for captive insurance companies. The FCA also published findings from its review of financial crime controls at asset management and alternative firms, and the second edition of its Enforcement Watch newsletter focusing on Consumer Duty supervision and enforcement.
